The "Improved Reconnaissance" ability allows you to place new tiles at the bottom or top of your construction zone. But if the appropriate pile was empty beforehand, these are indistinguishable. Should the interface not bother asking in this case?

Absolutely ! I like Improved Reconnaissance but having to decide the top/bottom destination on empty stacks is really making it tedious.
Also, the UI might be a lot clearer if it asked "Improved Reconnaissance : do you want to put the tile at the top or bottom ?" and the options are just the crystal clear "TOP" vs "BOTTOM".
Instead of "Yes, used Improved Reconnaissance" vs "no, place at the bottom".
