It gave me the option to do it at the very beginning of my turn, but since 61 Cygni says that its action may be used "any time on your turn," I went ahead with my action selection first, with the intention of using the special ability later in my turn to create population that would enable me to utilize the "control" bonus on Groombridge 34.

I also tried clicking on the "Reset Current Action" button in the top banner, but when I did that nothing happened.
