This would be an extremely rare situation. It did not occur in this game, but is food for thought.
Final turn
I had 1 ❤ and 1 Cultist. I was smashed by 2 and "died" 💀. Final Roar filled my VP to 20⭐️.
The game was in a frozen state as the other player was offered a choice whether they wanted to leave Tokyo or not. At this moment while I was 💀, I was offered the chance to revive myself 1 ❤️. This prompted Robadub the chance to enter the Buy Phase as Final Roar's effect was no longer in effect at that moment as I was no longer dead.
Then Robadub ended his Buy Phase and I won due to having 20 VP⭐️, but not anymore due to the effect of Final Roar.
If at that time - no applicable in this game - Robadub had a chance to do other actions, such as purchasing Evacuation Orders, he would prevent me winning at the end of the round and lower me down to 15 VP⭐️, then could have killed me(Flame Thrower, High Altitude Bombing), preventing me to win at the end of the turn.
Or he could have bought a card that would have given him also up to 20 VP, and we would both have ended the game winning together at 20 VP, while I should have been the only winner.• Ist der Regelverstoß in der Spielwiederholung zu sehen? Falls ja, bei welcher Zugnummer?

This is an extremely rare scenario, so if you decide not to fix, it is fine.
Maybe a possible effect you could add to Final Roar is that the Cultist Tokens are set to 0 as soon as Final Roar activates and gives extra VP⭐️, this would prevent reviving myself.
