30. Nov 2022 16:39 • This has happened to me in two prior games. One of them was game 321482862. I don't remember which other game it happened in, but it was probably another 5 games ago. In each game, I tried numerous times during the turn to get it to work (reseting my selections, etc) but it never did.
A few main issues:
Galactic HQ states that you can upgrade at any point. I wanted to upgrade at various points (e.g., before I selected my main action) but would get the message that that move wasn't authorized. It would only let me upgrade at the end of my turn or when jumping ships.
If you try to upgrade the ship when you also have the ability to make jumps, anytime you try to upgrade, when you select the ship to upgrade, instead it resets your jumping selections and treats it as if you are selecting a ship to jump. I think in the game above I ideally wanted to upgrade the 1 ship that was at Galactic HQ then jump it to a neighboring system. I first tried to upgrade the ship before I selected the action that would give me jumps and got the error mentioned above. So then I selected the action that gave me jumps and tried to first upgrade the 1 ship. I could click on Galactic HQ and it would ask me which ship I wanted to upgrade. But when I clicked on the 1 ship located there, instead of upgrading, it would immediately ask me to select where I wanted the ship to jump. I could jump the ship to another system, but it would be as a 1 ship (never upgraded). Even if I didn't want to jump the ship and just wanted to upgrade that ship before jumping OTHER ships, it would do this. If I tried instead to jump my other ships (not moving the 1 ship at all) then before hitting confirm upgrade the 1 ship that never moved from Galactic HQ, when I clicked on Galactic HQ, it would ask me to select the ship to upgrade and when I selected that 1 ship, it would reset all my jumping actions and ask which system I wanted to jump the 1 ship to.
In the end, I found that the only thing I could do was to execute my jumps AND PRESS CONFIRM. Then all of the effects would occur (e.g., placing markers, taking over control, etc.). And only after that was all completed could I upgrade that 1 ship with Galactic HQ before my turn ended.

I have the same problem. I want to use the basic action to build a level 1 ship, then upgrade the ship i just built using the galactic HQ, and then moving it to another system. According to the rules as written, this should be allowed, but the interface doesn't allow it. So either the wording on the card need to be or the bug needs to be fixed.
