If there's a way to make it clearer to the players that just adding/removing tiles is not enough to change their clue, they also must click that button to successfully edit their clue, that would be helpful. Or, alternatively, get rid of the "Change clue" button and just make it so that after a player has submitted a clue (but before all clues are in), any changes to their clue tiles are reflected in the final clue shown to other players (assuming that's technically feasible).
