The rules are actually in the game information on the game page. You can see them if you click on "See More" under the How to Play section and scroll to Rules Summary.
I would consider this a UI/UX problem with the BoardGameArena site generally, as it is confusing that this information is hidden to begin with, and that there are two different "rules" sections in the UI. For simple games like card games, a PDF of the rules isn't necessarily applicable.
Also, I accidentally linked to the WikiPedia page during development and see no way to edit/remove this link from the Rules links section.

Per the above comment, marking this as notabug for now. I'll try to export the rules I wrote to a PDF and re-link them in the duplicate rules section to make them available there as well.
