I had the same thing happen in my game. There were 2 torpedo cards left in the draw deck and 2 subs on the board, but the game ended. Game is Con Sonar! #100614862

In case of discrepancies between the How to Play and the PDF, the How to Play is correct. During alpha testing of the game, we discovered that having 2 subs or less on the board would often trigger a tedious and monotonous tug-of-war especially when there are few players. This rule change was made to fix that. The french PDF fan-supplied rules are fixed, the original PDF isn't.

I understand why the change was made (and appreciate trying to break late game quagmire!) I guess I feel that since this is almost hidden from the user (unless one click through "See more" when looking at the game whereas Download the rulebook is BLATENT) it should be made more clear up front that the rules have been changed...
