Warn players when max number of global projects is reached during voting phase. For a long time we thought there was a glitch that didn't allow us to vote on the global project, so we passed. We didn't realize we had to discard a global project. Please have warning next to the voting buttons.

I agree that the game would benefit greatly from having this addressed. While I understand that it's not the game developers job to explain the rules to us, I think this particular rule has a strong case for having such guidance implemented. The problem is that the change in behavior happens after you've taken a very similar action 4 times previously and didn't have any issues. Additionally, sometimes games don't even make it to the 4th round, so the appearance of this modified interface seems even more unpredictable.
The game does have additional text that shows up, guiding you that a discard action must be taken.
