Not sure... for some reason one of the construction tiles is on my board below the engine tiles. I am able to place my final locomotive tile, but then it is telling me I must remove a construction tile. It is showing up with a dashed line around it, but I can't move it or place it. The interface won't let me continue until I remove a construction tile that is unremovable. I am essentially unable to place my last locomotive tile.

I am unable to continue my turn - can't remove the tile that doesn't exist and can't continue until I do. I have reviewed the rules and cannot figure out why there is this construction tile still on my board.
