Nothing: after playing a government card, the player is required to choose between revolution or peaceful change. So it's normal for other actions to be unavailable at that point - only the buttons marked "revolution," "peaceful change" and "cancel" should respond when clicked. However, in this case none of those three buttons had any effect either, so I couldn't do anything but watch as my time expired and I got booted from the game.
