• Welche Spielaktion wolltest du durchführen?
I wanted to hire a tradesman for 2 influence and add them to my ready supply but NOT place them.• Was versuchst du, um diese Spielaktion auszulösen?
I could find no way in the interface to do this. The only time I see the choice to hire a tradesman for 2 influence is when I'm placing a tradesman on a space.• Was passiert, wenn du dies versuchst (Fehlermeldung, Statusmeldung des Spiels, ...)?
Nothing happened because I couldn't find any way to do it.• Welchen Browser benutzt du?

The rules do not indicate that you can only hire a tradesman when you are about to place them. This has also been confirmed by one of the game designers here:

In that same thread there are a few reasons mentioned about why a player may want to do such a thing (there are legitimate reasons why it is permitted).
